California is in the process of drafting new ‘green chemistry’ regulation. The EU is about to implement its REACH Regulation. Both jurisdictions are at the leading edge of regulating the management of chemical substances for the protection of human health and the environment, and to foster innovation.

China is confronted with a serious environmental challenge. The ecological costs for its rapid economic development are enormous. In order to deal with this issue, the Chinese government is investing in the development of environmental policy and environmental law. Environmental problems are receiving an ever higher place on the political agenda. By 2020 China wants to be the largest producer of wind and solar energy. It looks as though China is becoming an increasingly active partner in international environmental policy. Nevertheless, the question arises as to what extend the government will have to undertake measures on a political and legal level to make the difference.
